AS an applicant it is very hard to see this logic. But once you get into finishing your application, it becomes apparent that one can do a much better job given the time. 
Therefore its better to take a good shot in the next year's first round. Third round will often take in diverse candidates / or phenomenally outstanding people.
It is really tough in the third round.
